I say that because it came with the Long Island collection, and that gentleman only bought clocks in NY, he did not go to clock shows, etc. The partial label has very little useful information except for the word, "Owen" and some letters that you know are "New York". "Owen and Clark", George Owen and Henry D. Clark, made iron front clocks in NY around 1856-1862. No other Owen made iron front clocks in NY. The case is 19" by 14", perhaps has a lot of new black paint, a new paper dial, but otherwise looks to be original. 8 day movement, coil gong, pendulum inside. Brass sash and flat glass over the dial.
