time and strike; 3 1/4" double sunk porcelain dial with Roman numerals and visible escapement; beveled glass; marked movement; has pendulum; metal lady head with winged crown, cast coins, rose and mask; banner on the front bottom says "Time is Money"; under right shoulder is the word "Waagen"; by Arthur Waagen, 19th century French sculptor.
